The Lieutenant Governor-Elect and I could not be more humbled by the opportunity to serve the great state of Maryland. The inauguration is not about us — it’s about you. Together, we move forward as a state. Unafraid to be bold, to move fast, and to leave no one behind.
Leave no one behind. That is not just a mantra the Army taught me. It's a values statement. And when I'm sworn in, that will become the new mission of the state of Maryland.

The Swearing In Ceremony of Governor-Elect Wes Moore and Lieutenant Governor-Elect Aruna Miller is scheduled for Wednesday, January 18, 2023 at 12:00 p.m. ET at the State Capitol in Annapolis. The Swearing In Ceremony is free and open to the public, and we invite you to join us to celebrate this time-honored tradition.
The ceremony is outdoors, and attendees should dress appropriately for winter weather.

Arrival Details

Parking for attendees will be available for free at Navy-Marine Corps Memorial Stadium (550 Taylor Avenue, Annapolis, MD). If you plan to drive to the ceremony, please plan to park at the Stadium, as very limited parking elsewhere will be available.

MTA shuttles will be running from the Stadium to Lawyer’s Mall where the swearing in will be taking place.

Attendees should plan for a brief (~2 blocks) walk from the shuttle drop point to where seating will be available.

Attendees with ADA handicap accessibility requirements will be escorted by national guard members to seating that appropriately accommodates them.

At the conclusion of the ceremony, attendees are to proceed back to the pickup location (Corner of St. Johns Street and College Avenue.). MTA busses will run shuttles from that location back to the stadium.

Attendees arriving by Uber / Lyft or Car service should direct their drop offs to be at the corner of Calvert Street and Bladen Street. The best address to provide to drivers is 80 Calvert Street, Annapolis, MD. This location will be an approximate 2 block walk to Lawyer’s Mall.

Attendees arriving by shuttle bus service provided by the Inaugural Committee will receive specific instructions regarding their bus stop, departure times etc. by email.

Bus passengers should be prepared to take the MTA provided shuttle bus service back to the stadium at the conclusion of the ceremony, where they will then be prompted to board their appropriate bus to depart Annapolis (pickup at Corner of St. Johns Street and College Ave.).

Attendees should budget appropriate time for traffic, and expect road closures in Annapolis.
Program Details

The swearing in ceremony will begin at approximately 12:00pm ET at the State House in Annapolis.

Much like the Presidential Inauguration, the swearing in ceremony will be completely outdoors, rain or shine (or snow!). Seating for the public will be available on a first come first serve basis, and plenty of standing room will also be available.

We encourage attendees to dress appropriately for an outdoor event, and to be prepared to walk at least a block or two from the shuttle location or for pickups - comfortable shoes, appropriate clothing etc.

The program will feature musical performances, remarks from the Governor and Lieutenant Governor, and the formal swearing in.

We expect the program to conclude at approximately 1:30pm. At the conclusion of the program, a receiving line for the public will follow. Escorts on site and members of the national guard will help to escort those who are interested in participating to the appropriate location.

Please note there is limited time available for this receiving line, and we don’t expect to be able to accommodate all who wish to participate. The national guard on site will direct participants to the correct place, and communicate when time is out.

If you are an elected official, foreign dignitary or special guest that was asked to RSVP prior to the ceremony, please check-in at the ground floor of the State House with members of the national guard to be escorted to your seating.
